Place permanent identity and safety in the closest AGENTS.md. Put conditional judgment in one
Skill, deterministic behavior in TypeScript or SQL, and contributor procedure in
CONTRIBUTING.md. Documentation may orient and link; it does not duplicate the contract.
Read every nearer AGENTS.md before changing its subtree. A sibling role file is a specification
when inspected, not a way to assume that identity.
